PLAN DE USO
DEFORESTATION TRENDS
IN PARAGUAY
The alarming pace of deforestation in Paraguay is driven by property owners’
LEGAL RIGHT TO CLEAR UP TO 75% OF THEIR EXISTING FOREST,
a provision formally referred to as the “Plan de Uso”.
Over the past few decades, Paraguay has experienced a concerning deforestation trend, with substantial implications for its ecosystems and biodiversity.
Owners are granted a “Plan de Uso” by the National Forest Institute (“INFONA”)
and Ministry of the Environment & Sustainable Development (“MADES”),
which PERMITS DEFORESTATION.
Between 2001 and 2020, the country
lost approximately 2.6 million hectares of forest cover,
representing a significant decline of about 17.4% in its total forested area. Annual deforestation rates exhibited variation during this period, with peaks reaching up
to 200,000 hectares lost in certain years.
Deforestation Parcels
river protection
Green reserve
Individual pasture sizes are capped at 100 ha each, resulting in a rectangular pattern of deforestation
Buffer zones need to be maintained around rivers and other bodies of water
Owners are required
to maintain a “green
reserve” of 25% of forest
